Open Air Weekends TOOL KIT

Dear Town of Amherstburg Businesses,

Now that we are in Stage 2 of the reopening process in Windsor/Essex, please review the attached toolkit and necessary documents for the Amherstburg Open Air Weekends. The open streets accommodate pedestrians and additional space for operations as it relates to social distancing. Please note, we are developing further strategies to move outside of the downtown core as we plan for a timely and effective mobilization process.

Please review the important information and contents of this package that includes the following:

1.Map of designated Open Air Weekends zone, CLICK HERE.

The set up to open streets will begin every Friday at 2 p.m. by Town of Amherstburg staff, roads remain closed to vehicular traffic until Monday, 7 a.m. until October 31, 2020. This plan shall be systematically reviewed post-opening for any modifications as needed.

2.Encroachment on Town Property Application, CLICK HERE.

Town Administration has identified opportunities to allow businesses to extend their operating space on Town property in the Open Air Weekends footprint. The attached map above illustrates each businesses space allocation on Town property.

*Any business wishing to display merchandise or extend their restaurant/licensed area on Town owned property needs to apply to the Town on the attached Application for Temporary Encroachment Form. Please note that a Certificate of Insurance in the amount of $2,000,000 for Commercial General Liability naming the Town of Amherstburg as additional insured will be required. For businesses intending to extend their liquor licensed area on Town property, the minimum Commercial General Liability and Liquor Liability coverage is $5,000,000. 3. Temporary Patio Extension of Liquor Licensed Area

On Monday June 8th the Alcohol and Gaming Commission of Ontario (AGCO) announced it will not require licensees to apply or pay a fee for temporary extensions of licensed areas, licensed establishments must ensure they have municipal approval and meet all other applicable requirements. These measures will be in effect until January 1, 2021 at 3:00 a.m. The following criteria must be met:

-The physical extension of the premises is adjacent to the premises to which the license to sell liquor applies;
-The municipality in which the premises is situated has indicated it does not object to an extension;
-The licensee is able to demonstrate sufficient control over the physical extension of the premises;
-There is no condition on the liquor sales licence prohibiting a patio; and,
-The capacity of any new patio, or extended patio space where the licensee has an existing licensed patio, does not exceed 1.11 square metres per person.

Accordingly, businesses that wish to temporarily extend their physical premises for the remainder of 2020 must send notice to the Town’s Licensing Division at A letter of non objection will be provided to the business if all applicable AGCO requirements are met.

4.Parking for Guests, CLICK HERE.

Administration has reviewed and has identified the following available parking spaces for customers during the Open Air Weekends. A two hour time limit restriction surrounding the Open Air Weekend footprint will be bagged and not enforced during the operation of the Open Air Weekend. When receiving inquiries or reservation request please inform your customers of the available parking.

-There are 257 public parking spaces within a three minute walking radius of centre of Richmond and Dalhousie
-There is an additional 292 parking spaces within a 6 minute walking radius of the centre of Richmond and Dalhousie. That is a total of 549 parking spaces.
-Accessible parking was a very high priority to the project. There are 18 accessible parking spots provided from the center of the footprint. We have actually created and gained an additional 15 accessible parking spots!
-We encourage active living and bicycling to the site. This plan has created an additional 120 spaces for participants to secure a bicycle. Ride on!

5.Parking for Businesses/Employees

During the Open Air Weekends all vehicles in the footprint must be removed by 2pm on Friday afternoons. The Town has made employee parking areas available free of charge. The parking spaces will be located in the bus bays on Laird Avenue at the rear of General Amherst High School, see parking map here. Each business who wishes to use the business allocated parking can submit the request to with the number of employees. A parking permit will be provided to the employees to be displayed in the vehicle. The parking pass will be valid for the duration of the Open Air Weekends. Please note when school resumes parking at this location will only be available after 3 pm on Friday afternoons.

6.* Business Reopening Resources

Businesses permitted to open in the Provinces Reopening Framework shall ensure the business operates in accordance with all applicable laws and operate the business in compliance with the advice, recommendations and instructions of public health officials, including any advice, recommendations or instructions on physical distancing, cleaning or disinfecting.
